First meeting with Media Desk Romania

Consultancy Centre for European Cultural Programmes has the pleasure to invite you to a first meeting with Media Desk Romania, on December 18, 2007, 10.00 A.M. to 1.00 P.M., in Multimedia Hall within Ministry of Culture and Religious Affairs.

On this occasion we intend to present a general view of all opportunities offered by Media Programme of the European Union (2007-2013) to independent European producers, Romanian producers included.

We are open to your suggestions regarding future activity of Media Desk Romania. We want to assure you that since June 2007, our establishing date, Media Desk Romania is your trustworthy and reliable partner in your attempt to acces European funds for your projects.  

Several speakers will take the floor during the debates: Renate Roginas, Coordinator of the Assistance Media Programme in Romania, Dr. Horia Murgu, Professor in UNATC, Beatrice Comănescu, Manager of TVR International, Vladimir Simon, Coordinator of Media Desk Romania, Valentina Miu, Expert Media Desk Romania.

The meeting will end with a cocktail offered by Media Desk Romania.

RegioCult Forum at end

The Cultural Contact Point hosted by the Consultancy Centre for European Cultural Programmes organized on July 6 - 7, in Jupiter, a forum entitled RegioCult, which was meant to identify the European financing mechanisms for cultural projects at regional level and, in the same time, to make an inventory of the possible concrete co-operation initiatives between cultural operators in the neighboring countries of Romania. The premises of co-operation were inferred from the acquired experience in European programmes of the organizations in Romania, Bulgaria and Italy whose representatives presented best practice examples.

The invitation to partnerships was received and commented by cultural operators and representatives of central authorities in the countries which are for the time being only associated countries at the European programmes, countries such as Croatia, Macedonia, Serbia, Montenegro and Turkey. Thanks to the interventions of the representatives of the Ministry of Development, Public Works and Housing, of the Ministry of Economy and Finances, of the Ministry of Culture and Religious Affairs, of the consultants of the host institution, it became obvious that cultural cooperation has substantial means for financing provided that these are well known and used according to the objectives and regulations of the European Union. Practically, cultural co-operation between the countries in the region can be supported through Culture (2007-2013) Programme, PHARE CBC, INTERREG IV, SEES, Europe for Citizens Programme, which were presented into detail during the forum. The funds represent tens of millions Euros.

A programme dedicated to co-operation is also 2008 - European Year of Intercultural Dialogue. The programme will have calls for proposals for projects, with dead-lines in July and September, open calls for individual cultural operators and coordinating bodies appointed in each Member State. The Consultancy Centre for European Cultural Programmes was appointed by the Ministry of Culture and Religious Affairs in Romania to propose the national project in the framework of the Programme. On Saturday, July 7, after the closure of the forum, the participants visited Histria which is included in a South - East European rehabilitation programme for the cultural heritage initiated by the Council of Europe and partly financed by the European Commission.

Culture 2000 at End, Sinaia October, 20-21 2006

The Cultural Contact Point of Romania - Consultancy Centre for European Cultural Programmes organised in October 20-21 at Sinaia the Forum Culture 2000 at End, dedicated to the closing of the first framework EU programme for the cultural sector, in which ROmania took part starting 2001.

The discussions focused on the main achievements of the programme in the past six years. The Forum also envisaged the premises for future European cooperation in the framework of the new EU programme for culture, starting from 2007. During the modules of the forum, other sources of financing for the cultural sector were taken into consideration, i.e. the Structural Funds and means to improve the services of the Cultural Contact Points in the benefit of the cultural operators.

At the Forum attended representatives of Ministries of Culture and Cultural Contact Points from Bulgaria, Croatia, Hungary, Latvia, Lithuania, Norway, Romania, Slovenia, Spain, Turkey and, together with Ministry of Culture and Religious Affairs from Romania officials. Speeches in the plenary sessions were also delivered by representatives of the Ministry of Public Finances, Ministry of European Integration, Ministry of Agriculture, Forests and Rural Development, Presidential Administration, National Authority for Tourism. The participants came from all cultural sectors, both public and private organisations.

The discussions of the Forum were accompanied by cultural events: presentation of the "ArtistN(e)st" project financed by the Pro Helvetia Foundation, musical event at the "George Enescu" Memorial House with Simina Croitoru (violin) and Andrei Licareț (piano) offered by the European Cultural Centre Sinaia and a visit to the Peles Castle.

The participants expressed their appreciation for the quality and the diversity of the agenda and also by the way it was organised.

The Built Heritage Conservation Training Centre organises in July 2006 at Banffy Castle , Bontida, Romania courses for restoration and conservation of built heritage. Bucharest, 19 April 2006: At the request of the Ministry of Culture and Religious Affairs in Romania, The Consultancy Centre for European Cultural Programmes organized, on 19th of april 2006, during the Romanian Presidency of the Council of Ministers of the Council of Europe, a seminar in order to debate the project "The route of the Hasidic Culture" (French version only) in the Multimedia Hall of the Ministry. The project (French version only) was debated in order to be submitted to accreditation in the Cultural Routes Programme of the Council of Europe.

April 2006.: In order to support the cultural operators in Europe who wish to identify partners in Romania for developing cultural projects, The Cultural Contact Point of Romania for the EU Programme Culture 2000 has created an online search mechanism. Several criteria such as geographical area, type of activity, organisation type, etc are available. The database is available on the web page www.cultura2000.ro.

Between October 21 - 22 took place in Bucharest the debates concerning European cultural thematic networks where participated over 60 operators and representatives of cultural administration from Romania, France, Bulgaria, Croatia, Greece. At the opening there were present Mr. Giorgio Ficcarelli, co-ordinator of PHARE programme within the Delegation of the European Commission in Bucharest and Mr. Virgil Nitulescu, Secretary of State within the Romanian Ministry of Culture and Religious Affairs.
During the closure of the forum, Mr. Theodosios Mastrominas, administrator of "Culture 2000" Programme at the European Commission, presented the stage of the implementation of the new European programme for culture which will become operational in 2007 and defined the financing mechanisms for the cultural projects through other funds of the European Union.

Along the two days there were presented the thematic networks as successful examples in the field of international co-operation and as efficient ways of attracting the funds for carrying out projects.
The participants have proposed the Consultancy Centre for European Cultural Programmes to assume the task to collect, synthesize and transmit to all the interested parts the relevant information concerning the possible partnerships between the Romanian cultural organizations and those in European countries, through the setting up of a Regional Observatory called PACT.
